I appreciate and
am learning from the various views expressed in this forum. I have already offered
my own views and wont reiterate them here, but I do want to emphasize
that theres no contradiction between what I said and the comments offered
by Jack Snyder and Steph Haggard. In my view, we cannot simply rely on cooperation
from particular governments (although that may be essential in the near-term).
Over the longer-term, we must also improve relations with the societies
from which these violent individuals spring. I suggested some first steps for
doing that, but it will obviously take a much broader effort on many fronts,
including careful scholarly work to help us understand the dynamics at work.
