Over the years, human rights have assumed growing importance in the crisis management operations conducted by the EU. At the same time, the geopolitical context of recent years has created operational challenges going well beyond what previous Common Security and Defence Policy (CSDP) civilian crisis management operations had to deal with. This Occasional Paper uses the ongoing CSDP crisis management missions in Afghanistan and in Iraq - EUPOL and EUJUST LEX - as a yardstick for examining operational models chosen for high-risk CSDP civilian crisis management operations, and for assessing the degree to which these models are able to operationally integrate human rights dimensions.
