This publication is intended to assist and inform States and regional fisheries management organizations (RFMO) in their efforts to improve RFMO performance by setting out what the Panel collectively views as current 'best practice' in the implementation of international fishery instruments and by clearly delineating the priorities and goals that RFMOs should pursue if they are to meet the core challenges of global fisheries management.
