Nordic-Baltic Support to Military and Security Capacity Building?

Abstract

A key challenge for international peace and security is to find better ways to support fragile states and states emerging from conflicts with military and security capacity building. Various forms of such support are currently growing into more integrated parts of the repertoire of regional and international military engagement. The European Union, the United Nations, NATO and the African Union all plan to strengthen their capabilities to offer such support. For small states like the Nordic and the Baltic states, the turn to capacity building should also be viewed as a redirection of our international military engagement after Afghanistan.
