Hierarchy and Legitimacy in International Systems: The Tribute System in Early Modern East Asia (PDF)

The East Asian “tribute system” from 1368 to 1841 comprised an enduring, stable, and hierarchic system, with China clearly the hegemon, in which cultural achievement was as important as economic or military prowess. Most significant is the recognition that the Chinese tributary order was in fact a viable and recognized international system with military, cultural, and economic dimensions that all intersected to create a very interesting and stable security system. Recently it has become fashionable in historical circles to question the viability of the tributary system in part because scholars have become increasingly aware of the realties behind Chinese rhetoric. However, more nuanced studies and new interpretations only serve to underscore the centrality of the system for its participants. This paper demonstrates that there is a hierarchical relationship—generated by a common culture defined by a Confucian worldview—in place in the context of China and the East Asian states and helps clarify the distinction between an international system based on polarity and an international society based on culture
How External Intervention Made the Sovereign State (PDF)

From post-World War II decolonization to establishing order in wartorn polities today, external intervention can play an important role in fostering sovereign statehood in weak states. Much attention in this regard emphasizes local reactions to outside pressures. This article augments these perspectives by drawing attention to ways that foreign actors may affect the development of sovereignty through their efforts to work with various domestic groups. Structured comparisons of China and Indonesia during the early to mid-twentieth century suggest that active external intercession into domestic politics can collectively help to shape when and how sovereignty develops. As these are least likely cases for intervention to affect sovereign state making, the importance of foreign actors indicates a need to reconceptualize the effects of outside influences on sovereignty creation more broadly.

Why did Germany pursue naval expansion at the turn of the twentieth century? This question has long puzzled scholars of international security, who consider German naval ambition to be an instance of suboptimal arming—a decision that decreased Germany’s overall security and risked the survival of the German state. This article argues that the social desire to be recognized as a world power guided Germany’s decision to challenge British naval hegemony. From the beginning of its naval planning, Germany had one clear aim: a powerful fleet of battleships stationed in the North Sea would alter the political relationship with Britain in such a way that it could no longer ignore Germany’s claim to world power status. Reconceptualizing Germany’s naval ambition as a struggle for recognition elucidates the contradictions at the center of German naval strategy, explaining how the doomed policy could proceed despite its certain failure. The article concludes that the power-maximizing practices of great powers should be seen as an important component of identity construction and an understudied dimension of contemporary security practice
State Socialization and Structural Realism (PDF)

One of the common criticisms of Kenneth Waltz’s Theory of International Politics is that its structural model is rather spare. This paper enriches neorealism by specifying the conditioning effects of competition and socialization operating on behalf of the international structure. Despite its neglected status in neorealist theory, I argue that socialization produces important effects on interstate interaction. I develop a model of the socialization process that uses role theory to demonstrate how interstate interaction is structured at the micro-level. Consistent with neorealism, the model assumes that socialization is heavily conditioned by material capabilities, and operates mainly on the adjustment of state behavior. I analyze several episodes of U.S. history to demonstrate that neorealism can explain how unit-level behavior is structured through socialization. The resulting elaboration of neorealism offers a more fully specified structural theory of international politics
