Les dynamiques de la coopération judiciaire sont des enjeux forts pour l'Europe. Elément fondamental du champ de la sécurité, notamment en termes de légitimation du pouvoir de police, le processus d'européanisation du pouvoir judiciaire renvoie aux questions existantes entre les problématiques européennes et les interrogations sur la gouvernementalité internationale de la sécurité.

Cet ouvrage étudie la production des normes pénales de l'Union européenne via la déconstruction du processus de fabrication des différents dispositifs de coopération adoptés depuis le Conseil de Tampere de 1999 - comme l'unité Eurojust et le mandat d'arrêt européen. S'intéressant aux logiques de compétition et de résistances existant au sein du champ de la coopération pénale européenne, les différentes contributions de ce volume interrogent directement les mécanismes politiques, cognitifs et sociaux qui sous-tendent la réalisation d'un pouvoir d'arrêter et de juger à l'échelle européenne sont.

The history, the achievements and the dynamics of judicial cooperation lie at the heart of what is at in stake in the European construction. As a crucial element of the field of security, notably in the legitimisation of police powers, the process of Europeanization of judicial powers raises many important questions. Indeed, it lies at the crossroads of many current developments interlinking the European problematique and the wider question of the internationalgovernmentality of security.

This issue of Cultures et Conflits proposes to study the judicial norms of the European Union. This is done by unpacking the different elements that are constitutive of the fabrication-process of the different cooperation mechanisms adopted since the Tampere Council in 1999 - such as the Eurojust unity and the European Arrest Warrant. Focusing on the logics of competition and resistance at the core of the field of European judicial cooperation, the different contributions offer crucial insights on the political, cognitive and social mechanisms related to the emergence of a power to arrest in Europe.
