Abstract

A report analyzing the current threat of terrorism posed by al Qaeda and the flaws in the Bush approach and providing a new conceptual framework and strategy for approaching the battled against terrorism. This report lays out how the threat posed by al Qaeda has grown since 9-11, and it examines the Bush conceptual and strategic errors in battling terrorism. It makes the case that the Bush approach is backward-looking, rooted in 20th century thinking.
