This report outlines the outcomes from an expert roundtable convened by IPI, the UN Office of the Special Adviser on the Prevention of Genocide, and the InterAfrica Group, which took place in Addis Ababa in October, 2008. The publication also includes the text of the keynote address given by Ambassador Jean Ping, Chairperson, African Union Commission, and the speech of UN Secretary-General Ban Ki-moon on responsible sovereignty given in Berlin in 2008.
