This is the third paper in the Global Centre for the Responsibility to Protect's Occasional Paper Series. This paper addresses the 2011 uprising and civil war in Libya. The paper analyzes the debates that have shaped interpretations of the intervention in Libya and argues that R2P played a crucial role in stopping mass atrocities and saving lives.
