Abstract

The US must deal with the emergence of China as a major regional, and potential global power, although this may well prove to be more a matter of competition than a threat. At the same time, the US has had to constantly respond to “international shifts” since it emerged as a global power and has never been able to treat the world as if it had one major power or axis.
