Chances for successful United States-China cooperation will be significantly enhanced if China and the United States establish an Implementing Mechanism for Cooperation (IMC) that utilizes existing cooperative mechanisms and involves the top levels of both governments.
The recommendations in this report are the findings of a dialogue hosted by Atlantic Council on U.S.-China Cooperation on Low-Emissions Coal Technologies in Beijing from June 24-26. This dialogue was held in collaboration with the U.S./China Energy and Environmental Technology Center (EETC), an initiative of Tsinghua University and Tulane University.
