Abstract

For the eu, the Copenhagen climate summit has been seen as a wake-up call. Sidelined in the final hours, the eu was left to publically accept a deal which fell well short of its stated demands. Subsequently, the eu’s “post-Copenhagen blues” have been a symptom of a broader malaise, as it faces up to the power of other actors; the redirection of American priorities toward the Pacific, and questions on the effectiveness of its foreign policy.
