Abstract

Narcoterrorism has become a major international problem in the last decades. It has wide impact on national security, public health and personal freedom. In this outline, originally published by the Swedish Carnegie Institute in a volume to commemorate its 25th anniversary on 23 February 2007, Mr. Jonas Hartelius describes the development and effects of narcoterrorism. He also points to factors to be considered when developing counterstrategies. As part of a co-operative effort, the East-West Institute and the Swedish Carnegie Institute have decided to make this translation, done by Mr. Hartelius himself, available to an international audience. The publishers hope it will help focus professional and public attention on this serious contemporary problem.
