If decision-makers are to cope with a rapidly emerging polycentric world characterized by compounding complexity and declining constitutionalism, new forms of statecraft are urgently needed. Trine Flockhart argues in a new DIIS Policy Brief that partnerships may offer an opportunity for seeking to establish the vision expressed by Hilary Clinton as a ‘multipartner rather than a multipolar world’. Partnerships are easy to establish and can ‘fly under the radar’ of the many political obstacles that stand in the way of achieving a global cooperative order.
