Deterring Nonstate WMD Attacks
DAVID P. AUERSWALD assesses whether deterrence policies can prevent a WMD attack by nonstate actors. He argues that deterrence may not preclude terrorist attacks, but that deterrence threats can greatly impede trafficking in WMD and related materials, preventing terrorists from getting these weapons in the first place.
The Fight against Terrorist Financing
ANNE L. CLUNAN examines the prospects for an international regime to combat terrorist financing. She concludes that in the absence of a common definition among the United States and its European allies, the prospects for implementing a vigorous counter-terrorist-financing regime are dim.
The Politics of Russias Elusive Defense Reform
ZOLTAN BARANY considers the reasons for the absence of substantive defense reform in Russia fifteen years after the Soviet collapse. He argues that even though reform was high on President Putins agenda when he took office, a combination of factors has prevented him from enforcing its implementation. Among these, the most significant has been consistent opposition to the transformation from the top of Russias military establishment.
Airbus and Boeing: Strengths and Limitations of Strong States (PDF, 24 pages, 256 KB)
JOHN G. FRANCIS and ALEX F. PEVZNER focus on the rise of Airbus in the global aviation market over the past three decades to near parity with Boeing. They argue that the fortunes of Airbus cannot be understood without recognizing that historically, the manufacture of large commercial aircraft has been shaped by the industrial policies of strong states. The European consortium that produced Airbus was able to work as a strong state, anticipating the deepening economic integration of the European Union.
Presidential Survival and the Impeachment Process: The United States and Colombia
VICTOR J. HINOJOSA and ANÍBAL S. PÉREZ-LIÑÁN compare the attempted impeachments of Presidents Ernesto Samper of Colombia and William J. Clinton of the United States. They show that public opinion and executive-legislative politics account for the survival of both presidents.
The Canadian Supreme Court: Attitudinal Conflict in Right to Counsel Cases
C.L. OSTBERG and MATTHEW E. WETSTEIN explore whether Supreme Court justices in Canada are influenced by their political ideology when resolving right to counsel cases. Using an empirical model that controls for the effects of case facts, they find considerable evidence that the attitudes of the justices do provide a significant explanation for their voting behavior in nonunanimous cases.
