Russia, China, and the Immigration Security Dilemma
MIKHAIL A. ALEXSEEV and C. RICHARD HOFSTETTER assess anti-Chinese hostility in the Russian Far East. They find that local Russians exaggerated the scale and negative effects of Chinese migration, supporting extreme exclusionist policies.
An Empirical Analysis of Failed Intelligence Reforms Before September 11 (PDF Format)
AMY B. ZEGART examines the failures to reform U.S. intelligence agencies before the 11 September 2001 terrorist attacks. She finds that during the 1990s, intelligence officials and policy makers understood the rising terrorist threat and the urgent need for reform, but failed to address critical organizational deficiencies.
Performing the Northern Ireland Peace Process on the World Stage
PAUL DIXON explores the impact of the international dimension of the Northern Ireland peace process. He uses a theatrical metaphor to show how the role of international actors has been exaggerated, but he argues that the performance of some of those actors, such as President Bill Clinton, did have an effect.
Presidents and the Congressional War Resolutions of 1991 and 2002
GARY R. HESS compares the leadership of Presidents George H.W. Bush and George W. Bush in dealing with the issue of congressional war authorization resolutions in 1991 and 2002. He finds that Bush II operated from a much stronger political position reminiscent of the ‘‘imperial presidency''—partially the result of a weakened Democratic Party in Congress.
Escaping the Zero-Sum Scenario: Democracy versus Technocracy in Latin America
MARK ERIC WILLIAMS analyzes the tensions between technocratic market reform projects and fundamental democratic principles in Argentina, Mexico, and Venezuela. He argues that the political dynamics that surround these market-friendly programs and the market pressures they unleash can bolster democratic governance by enhancing accountability, checks and balances, representation, and transparency.
