Will We See A Maritime NORAD?

Eric Lerhe, Centre for Foreign Policy Studies, Dalhousie University

Abstract

All recent discussions of continental defence at sea are dominated by the concept of a “Maritime NORAD.” Indeed, the recent NORAD renewal contains measures for improving Canada-U.S. maritime security cooperation. Yet this paper will argue that however sound that idea of expanded cooperation may be – and I do find it compelling – discussion is hampered by two competing visions of what “Maritime NORAD” actually means. I also sense that the presence of these two different visions will complicate postagreement efforts to have NORAD actually execute its newly added maritime function.
