The New Telecommunications Monitoring Regulation - Inner Security at the Expense of Netizens and Providers?

In mid-february the German Federal Ministry of Economics issued the newly drafted Telecommunications Monitoring Regulation (Telekommunikations-†berwachungsverordnung - TK†V) with special provisions not only for telecom companies, but also for internet providers. Under this regulation, ISP's e.g. will be required to install data interception interfaces to monitor internet and email traffic to enable the law enforcement authorities accessing this data. The symposium deals with the questions whether this new regulation fits into the competence for monitoring of the state, which new requirements will be made for technology and economy and how and if this new regulation is a key to ensure inner security. These issues will be discussed with a special focus on privacy.

The symposium is jointly organized by the Administrative Law Department of the Institute for Information, Telecommunications and Media Law and the Insitute for Criminal Law at the University of MŸnster, the Commissioner for Data Protection of Northrhine-Westfalia and the Research Alliance Data Security NRW.
