International Communications Studies Program

The CSIS International Communications Studies Program (LINK: http://www.csis.org/ics/) has a long track record of assisting senior-level policymakers in both developing and industrialized countries in addressing the impact of changing technological, political, and market dynamics. The ICS Program gives priority to bringing together government officials and industry leaders on an equal footing. ICS reports, forums, and seminars provide analysis and first-hand insights into the issues affecting the rapidly evolving telecom, broadcast, and information service industries in a global context. The program’s work is designed to promote effective strategic planning and workable policy initiatives for both government and industry.

ICS operates as a catalyst for action as well as analysis. Each year, it targets cutting-edge issues and technologies in the context of policy reforms and market applications. Where feasible, ICS also responds to invitations from governments and industry sectors to spearhead joint forums and analysis. In addition to activities focused on industrialized countries in Europe, Asia, and Latin America, ICS is expanding its work with „nations in transition" such as China, South Africa, and India.

As outgrowths of its forums, roundtables, and seminars, ICS has published over 25 major reports covering a diversity of issues. Recent international initiatives launched under ICS auspices include the Global Information Infrastructure Commission (GIIC) and the Center for Information Infrastructure & Economic Development (CIIED). The GIIC is an independent, nongovernmental body composed of industry leaders from developing and industrialized countries dedicated to promoting policies and practices that foster the effective development and application of global information infrastructure. CIIED, a permanent center based in Beijing, was established in 1995 at the invitation of the prestigious Chinese Academy of Social Sciences. CIIED’s Board includes senior policy officials from all the relevant ministries and actively involves diverse international industry experts.
