No. 53 - Spring 2004 - Cross Perspectives On Political Surveillance

Abstract

In this article, the author analyses, through the municipal elections of 1848, how political surveillance of elections has historically contributed to the disciplining and the institutionalisation of the voter as a social actor. It can thus be considered as an important element of the historical process of definition of the regularity and legitimacy of democratic elections. Indeed, it is through the control over the electoral process by the state, that citizens integrate the idea of voting in an orderly manner while accepting the final outcome. However, the author also insists on the fact that these forms of surveillance generate what they are trying to prevent: violence related to elections.
