Syria became one of the countries that the people uprisings, which began primarily in Tunisia, later continued in Egypt and Libya, spread onto. The debate -Assad administration could act unlike due to other states by realizing reforms- stand out at the beginning of the people uprising in Syria. However, Assad administration implemented increasing force against rising protests especially after 18 March and caused to die many people. Turkey, especially, has made a great effort for soft transition by reform process is started before people uprising in Syria turns into a civil war. But, Syria drifted into the same processes like other countries that experienced revolution, because President Assad did not keep his word for implementing reforms. In this process, international actors like USA and EU take a decision imposing sanctions toward Damascus Administration; Russia, China and Iran pursued policies for continuity of existing regime. The Arab Union initially suspended Syria’s membership, the latter decided for imposing sanctions by following its most active policy in its history.

In light of the increasing trends of interdependence that break with the regional power politics dominating in the Middle East, many theoretical studies are examined in an attempt to understand the motives behind such activism that has remarkably rocketed between Turkey and different neighboring countries especially the Arab ones throughout the last decade. The three mainstream theories identified in the literature elaborated on the economic interdependence provide complementary arguments in explaining how interdependence reshapes the interstate relations while favoring an overlapping interest in emphasizing cooperation and relegating mutual conflicts.

The strong relations between Iran and Turkey established in recent years confronted with some problems at beginning of 2011. Tehran has strongly criticized early-warning radar system that was decided to be stationed in Turkey as part of NATO’s missile defense system. These criticisms against Ankara from different Iranian officials were in the form that two countries did not witnessed as such before. This was mostly because of the internal power struggles among various social and political actors involved in Iranian politics. Another crucial factor that deteriorated the relations between two countries was the diverging policies of Ankara and Tehran toward the Syrian crisis. The two countries however, restrained themselves from accelerating the hostility against each other and continued cooperation in the economic terms. By the end of 2011 the trading volume of two countries reached to 16 billion US dollars. In addition to this, unlike tough stance of Western countries, Turkey sustained its position toward Iran’s nuclear policies, demanding more dialogue and negotiation between parties.
