Peter J. Katzenstein is the Walter S. Carpenter, Jr. Professor of International Studies at Cornell University. His recent books include Cultural Norms and National Security: Police and Military in Postwar Japan; Policy and Politics in West Germany: The Growth of a Semi-Sovereign State; and Small States in World Markets: Industrial Policy in Europe, which received the 1985 Woodrow Wilson Book Award.
